Serif PhotoPlus image file. A .spp file is an image file stored in the native Serif PhotoPlus file format.

A .spp file can be converted to a .jpeg (or other image file formats) using Serif PhotoPlus - open the .spp file in PhotoPlus, and on the File menu there is the option to Export this will allow you to save/export the file to a more conventional format.
